The Transportation Toolkit is geared toward members of the public who wish to learn how to engage in the transportation decision-making process at the local, regional, state and federal levels. The Toolkit demystifies the decision-making process. It explains that transportation projects go through a predictable lifecycle (i.e., plan, fund, design, build and maintain). The Toolkit also defines key transportation acronyms and jargon using both text and graphics, and highlights engagement opportunities created by civil rights and public involvement regulations.

Rotational Assignment Programs and Opportunities
ONE DOT RAP
The ONE DOT Rotational Assignment Program (RAP) is a learning experience geared to broaden employee experiences in transportation systems and offers both managers and employees an opportunity to meet intermodal short term, organizational and individual developmental needs. The program empowers supervisors and employees to identify needs and address those using rotational assignments. It is an internal DOT cross-modal program.
Departmental Rotational Assignment Program (DRAP)

The ONE DOT Rotational Assignment Program (RAP) is a learning experience geared to broaden employee experiences in transportation systems and offers both managers and employees an opportunity to meet intermodal short term, organizational and individual developmental needs. Employees serve in rotational assignments in another OA with DOT. It is a competitive program for all DOT employees. The program runs from January to June of each year for GS-13 to GS-15 and equivalent employees and July to December of each year for GS-12 and below employees and equivalent.
Presidential Management Council (PMC) Rotation Program

The PMC Rotation Program is an OPM program that enables emerging Federal leaders to expand their management skills, broaden their organizational experience, and foster networks they can leverage in the future. DOT employees serve in rotational assignments in other federal agencies and compete for specific assignments. It is a competitive program for GS-13 to GS-15 and equivalent employees. The program has two cohorts annually, April to September and October to March.

DOT Executive Coaching Program
The DOT Executive and Team Coaching Program is a formal engagement in which a qualified coach works with an organizational leader in a series of dynamic, confidential sessions designed to establish and achieve clear goals that will result in improved managerial performance. The program is open to GS-15 and Senior Executives and equivalent employees. Uso of indianacomedy machines. Costs are paid for by DOT.
DOT's Training Management System (TMS)
TMS is DOT's official learning data repository of record and the official learning history source for all DOT employees. Each Operating Administration uses TMS to maintain current and complete training records for its employees. You can access TMS at: https://tms.ibc.doi.gov/learning/user/login.do
Training activities that are recorded in TMS include:
- All courses, workshops, and conferences paid for by the Government;
- All federally-mandated training;
- All agency-required training;
- Any significant training activity, including on-the-job training (OJT) when the training goal is suggested or directed by a supervisor, manager or performance-improvement plan (PIP); and
